Chinese media industry began in full control under the state government. During the three decades after the reform and opening up of the market, culture and media industry has started from scratch and achieve gradual development along with the deregulation of the country. In the 21st century, especially, the cultural system reform was put on the agenda, culture and media industry seems to have met the prosperity and development opportunities. Even though the past ten years has seen remarkable achievements, the overall progress is still lagging behind the pace of economic development.
For the present time, the entire media sector is still lacking sufficient energy, with greatest resistance from government controls. And according to the "Culture Industry Promotion Plan" put forward in year 2010,as well as the trend of more and more cultural enterprises going into the capital market, it can be concluded that the government has determination to gradually bring the cultural industry into the market, which is also in line with the strategy to find a new economic growth point and adjust the economic structure.
With the deepening reform of cultural system, and the upgrading of consumption in cultural industry, plus the recovery of consumptions, culture and media companies are expected to benefit from the impetus for system innovation and to share the feast of consumption growth.
